I have the honour to acknowledge the receipt
of your confidential despatch of the 23rd December,
on the subject of Mr. Robert Ho Tung, and I enclose
Enclo.No copies of a letter which I wrote to Sir Robert Ho Tung
Enclo No. 2.
concerning this matter and of Sir Robert's reply.

You will observe that Sir Robert himself
apparently made application to Marshal Chang Tso-lin
for a military commission for his son in the Chinese
army. He did this without any prior reference to me
or to any department of the Hong Kong Government.
Indeed the whole affair has been a complete surprise
to me and I am much obliged for the information supplied in your despatch under reply.
